The following letter was sent out to BCRUC Committee members with the June 2000 draft of the Resource Use Plan.

Re: Review and adoption of Resource Use Plan

Dear Committee Persons;

Enclosed is the June 2000 revision of the Preliminary Draft Comprehensive Resource Use Plan for Beaverhead County, Montana. The Plan will be reviewed, amended and adopted as a recommendation to the Beaverhead County Planning Board at the BCRUC meeting 7:00 PM on July 11, 2000 at the Search and Rescue Building in Dillon.

Your participation in the July 11th meeting to complete this County wide document is very important. To speed the review process, please prepare any proposed changes in writing and send them as soon as possible to: BCRUC, 2 South Pacific, Dillon, MT 59725. You may also bring the proposed, written changes with you to the meeting.

The Resource Use Plan is the culmination of work that started years ago with the first Memorandum of Understanding (MOU) between the County and various state and federal agencies. By working with the agencies in a coordinated planning process, it became obvious to those involved, that the County needed to do a better job of coordinating with the agencies. Specifically, the County needed to develop a document that would simply define those things the County wanted and/or considered important. This process is best described in the note to Beaverhead County Resolution 99-2, which states:

Many times when counties pass resolutions such as 99-2, the perception is that there are problems with the federal land management agencies. For the record in Beaverhead County this is not the case. In fact the total opposite is true.

Since 1994, Beaverhead County has participated with the State and Federal agencies in a coordinated approach to planning in Beaverhead County. Adoption of this new approach to planning forced everyone to do business in an entirely different manner. At this time, Beaverhead County would like to recognize and commend all agency personnel for their proactive approach to this unique and different planning situation.

However, as a result of feedback from citizens active in the process, it became apparent that Beaverhead County needed to formalize the coordination process and develop its own resource plan.

To that end, the Board of Commissioners found it necessary to expand their comprehensive planning efforts into the use and management of other resources within the political jurisdiction of the County. The Board has reached its decision in part because of the large area of the county that is managed by either the federal or the state government, and because the use and management of that land has substantial and significant impact on the economic stability of Beaverhead County. Therefore the Board is legitimately interested in participating fully in the planning process utilized by federal and state agencies for determining and implementing their land use plans in Beaverhead County.

With the adoption of Resolution 99-2, the Board established a community-based committee to advise and assist the Board in formulating county policy with respect to resource use issues. The committee is known as the Resource Use Committee and the plan they have drafted is the enclosed Preliminary Draft Resource Use Plan, which is one component of the County Comprehensive Plan.

At one of the first meetings, the Beaverhead County Resource Use Committee (BCRUC) developed the following goal to help guide the development of the Plan:

For more than a year, the BCRUC and the Resource Sub-Committees have held public meetings developing and revising the Resource Use Plan. All the steps of creation, review, editing and compilation, were done by BCRUC volunteers, a broad spectrum of individuals with some experience and/or interest in the topic at hand. Results of those meetings have been proof read, edited for style and compiled into the enclosed Preliminary Draft Resource Use Plan.

This revision has been rewritten to better insure that it is “up to date” with the legislature’s changes to Montana planning laws and can be easily incorporated within Beaverhead County’s new Growth Policy. To this end, the Plan has been redrafted in a Goals/Objective/Policy format similar to the existing County Comprehensive Plan.

The next phase of the process begins with the circulation of the Plan to the participants for review and comment. The Plan will be reviewed, amended and adopted as a recommendation to the Beaverhead County Planning Board at the BCRUC meeting 7:00 PM on July 11, 2000 at the Search and Rescue Building in Dillon.
